The more noise the city of Boston makes about this the stupider they look. If I were them I'd be like, "We made a mistake, nothing to see here," and be done with it.

And the other thing is that the devices were waaayyy too small to blow up a bridge or any significant edifice, even if it were filled with dynamite or C4. I suppose even if it were a small bomb they wouldn't want any passers by in cars to get injured by debris or something.
Now if the marketing company people actually called in bomb threats to the police, then I'd say they should get in trouble. But other than that I don't see how anyone could be charged with more than graffiti. And even that would be a stretch because they could easily removed. Maybe littering would be the most appropriate charge.
