I think this would fall under double jepordy. Convicted of a ticket = $ + Points... and then you keep paying more because of the points. The county you are getting a ticket in gets the initial fee for your crime... then you are forced to pay the state, which did not convict you... esentially being tried twice. I bet there are a couple of lawyers ready to take a crack at this... it doesnt fall specifically under DJ... but it follows its spirit. And the spirit of the law is why we have cases that give presidence.
