You're talking about emissions inspection right?
Most places in NoVA don't even look to see whether you have cats. They just plug into your ODB port (if that's what kind of car you are) and see if you have any CELs. If you don't, you're clear.
Otherwise talk to one of the guys down in H'burg to see if you can get it registered as garaged at their place. I'm sure that wouldn't be a problem.
