Technically no, but it was an insult aimed at his ancestry so its similar. Someone wouldn't call an Asian player a terrorist or a black player or an English player. It was specifically aimed at his Algerian ethnic heritage.
Of course, that's assuming that is what he said. Right now its all heresay.
