You're missing the point that you wont be any faster on an R6, R1, Ninja 250 or GS500. Something like a 'slow' 500/600 will be slow enough to keep you out of trouble, but still give you the giggles when you wind it out in 1st/2nd gear. My FZ had ~60hp and it was more than enough to start with - probably good for 13's in the 1/4.
