I think this is a very dangerous situation that requires a very large upfront response before it devolves into rioting and violence. The Nat'l Guard and Reserves are going to need to build up immediately to restore order so that the evacuation and relief effort doesn't give way to anarchy. Because once rioting and what-not gets underway its going to be at least twice as difficult to restore order.
