If it's got no title you must be buying a bike from Martin.
If it doesn't currently have a title you need to attempt to contact the previously recorded owner. If no answer, you go through the abandoned vehicle procedures, if you do get an answer they'll either hand over ownership to you, or claim it... which has got to be done through certified mail, IIRC.
