You can assign blame all day long, but at the end of the day FIA/F1/Teams/Suppliers/Etc all have an obligation to put on a race and provide entertainment for the 130,000 fans that paid to be there.
I agree with you that the race should have happened with all competitors, and that some kind of compromise (Sp?) should have been made, but given that it wasnt, the safety of the drivers is kept intact at the expense of the fans entertainment.
