It seems I may not have to do emissions testing (I think).

Per DMV, "Your vehicle must meet Virginia's emissions inspection requirements if it is garaged in one of the localities listed below:

Counties of Arlington, Fairfax, Loudoun, Prince William, or Stafford
Cities of Alexandria, Fairfax, Falls Church, Manassas or Manassas Park"

I'm in Charlottesville. Will do some more research but looking good!

Yeah, Charlottesville has no emissions testing. You're fine.

Still won't pass a normal inspection with no cats, so you still need a hookup. Or just get it inspected before you install the DP and it buys you a year
