They've kept telling me that they'd be happy if I changed my mind and decided to stay and they also dangled the idea that I will be promoted TWO times up to Senior Engineer if I stay until 2020, but at this point, I don't trust them at all. 

All joking aside, If you are serious about staying with this company, go to HR and ask them to help you find a new position.  If the company is growing as fast as you say it is, they will want to work to retain people.  Otherwise, 2-ply...

I already have the lead recruiter looking for me and a director of product development is interested in me, but ultimately it's up to my manager approving the move. I'm still applying elsewhere.
