So I ran the watch by a jewelry shop owned by a friend of mine from high school. He looked at it under his magnifying tool and said the dust was for sure on the inside of the crystal. I asked him if he could take it apart and clean it and get it out and he said he could but he wanted to try an old watch makers trick first. He covered the crystal with a soft cloth and flicked it with his finger pretty hard four or five times, always straight down. Dust fell off the inside of the crystal and whereever it landed, it is invisible now. He said this is pretty common with grey market watches (jomashop) where they are disassembled after they leave the factory and later reassembled. So the spots gone, he sized it for me for $5 and I'm one happy camper.
