No, he wont pass. Even if his NOx is low enough w/o the EGR, he wont pass because they check to see that its there.
Good point about the visual inspection.
On a VG30DETT, you can't even see the EGR valve without removing the upper plenum - it's on the back of the engine tucked up next to the firewall. I'm sure that a country gas station mechanic won't know where to look on a Z32. Where exactly is the EGR located on the 13B?
