It depends where you are and what kind of job you're applying for. In the programmer type jobs I've interviewed for up to this point, you would be way overdressed if you wore a suit and tie to an interview. The most anyone interviewing me has ever been dressed up is a dress shirt + tie. The least was jeans flip flops and a Hawaiian shirt.
In the DMV area I'm sure things are different, but like you said, I wouldn't ever consider working for a company where a suit/tie was expected.
