My old stage 4 WRX turned about 27mpg average on the highway from what I remember, about 21-22 mixed driving. It had only 1 high flow cat which helped. When it was stock it was lower, probably closer to 23 hwy / 20 city.
My STi on the pump gas map (~450whp) was always driven spiritedly so it was pretty dismal. You could watch the fuel gauge drop at full boost.
