AFAIK there's no rule against just going to the DMV and taking the tests. There should be two, a paper test and a road test (IIRC).
I've always thought of the course as something that gets you a nice discount on your insurance, and teaches you essential skills. Not necesarily a license must. You'd learn a ton of useful stuff there, though. Getting on the road on a bike isn't something you want to rush, either. The thought of it is terrific, but the risks can be very, very high when you're out there. In addition to the simple skillset you need to ride, you have to interact with traffic in a whole different way... etc. etc. blah blah, you've heard this all before
