If you were speeding, and the officer thought it would stand up in court, he is within his rights to give you a speeding ticket. If he can't give an exact speed, but knows you were going faster than the limit, he can give you a "failure to obey an official sign" or whatever.
He can also make your life totally miserable by asking to search your car, inspecting your tires, etc. (Not to mention the stuff andrew mentioned, following distance, lane changes, putting your tire on either the yellow OR the white line, etc...)
In Virginia they can also give you a "general reckless" if they think you are speeding like a madman but didn't clock you. Had that happen - not fun.
