Can you really get a ticket for tinted windows with out of state plates?
In Texas its legal for my car to have 20% Tint in the front and no limit on the back. I have 20% in the front and 5% in the back on my Acura. I've never been hassled for it by a VA cop. I've been pulled over once for a bad tail light, and been followed across town for no reason. Neither times did they mention my Tint and its pretty damn dark.
I was planning to put an exhaust on my car over the summer, in hopes that im exempt from VA law, since my license and registration are in Texas.
Anyone know a true answer on law for out of state drivers?
Yes you can. The law is written as "any vehicle operated on roads within Virginia" or some such nonsense.

"Here, at last, is the cure for texting while driving. The millions of deaths which occur every year due to the iPhone’s ability to stream the Kim K/Ray-J video in 4G could all be avoided, every last one of them, if the government issued everyone a Seventies 911 and made sure they always left the house five minutes later than they’d wanted to. It would help if it could be made to rain as well. Full attention on the road. Guaranteed." -Jack Baruth
