I'm going to concur with Adam here, and say that when it comes to your WRX, the easiest way to make it faster at this point is suspension work. Wheels/tires (especially tires) shocks and springs (a nice coilover setup if you've got the money) and front and rear antirollbars.
After that, I'd do a catalytic-converter back exhaust, an intake of some kind (look at NAISOC to see what those guys are doing) and a chip. A new turbo would probably be the last thing I get. No point in getting a new one until you've maxed out your old one.
