Phil came by and some progress was made in the past 2 days. Got the bike cleaned up some, blew all the gunk off it and wiped it down and changed the oil. All of the wiring harness issues were fixed, I believe - there were some wires shorting out in the kill switch/starter circuit and I checked all the connections for most of the other things as well, so far so good. The starter switch itself is toast, when the button was pressed it only sent ~8V to the starter relay, but if you jumper the relay directly it turns over real nice. The bike would run breifly with carb cleaner sprayed through the intakes and its got spark.
The carbs are nice and clogged up so Phil is going to run them through the parts washer at work and buy some rebuild parts. With a carb rebuild no reason it shouldnt fire right up
