The only time I don't use a flash outside is if I'm shooting landscape or architecture.
That article is pretty basic but there are TONS of articles around the net about how and why to use it. I just picked the first one on Goggle that seemed to make the point. Even if you're not using a speedlight (hotshoe flash) you should still be using the on-board for fill flash.
Here's an example of mine where a fill flash was absolutely necessary. You can see how her hat would make a shadow had I not used one. In addition to avoiding shadows in unwanted places her eyes also appear to sparkle as a bonus side effect.
