I know, it blows. I only know this because the same thing happened to me when I posted a CL ad for my friend's Firechicken. I was doing the same thing you did (inline HTML images and used MS Word to pretty format the text.) However, it didn't shut down my account. The killer part is that it won't let you re-submit the ad right away (without all the fancy stuff) because "there is a duplicate ad on the site."
Why do people just post what they are thinking? Without thinking.

Yeah, I thought I would be sneaky, post a ad on the DC CL, and then edit it with the HTML later. No dice.

I actually suspect that it's due to the diverse sources of inline images. i.e, since I'm posting images hosted at more than one location, I must be a spammer.

Or, you know, something.

- Ad posted in the wrong site or subarea

Connection
- some email providers
- Shared or not-secure connection subject to abuse
- Some college campus or hotel connections
- ISP or email service also used by spammers etc.
- Apparently not local to site, esp. posting to USA from other country
- Use of proxy or anonymizer, or varying IP address

So, basically, keep your ads as fucking boring and uninformative as possible to avoid getting ghosted.
