Same thing happened at Watkins Glen. If you have a sudden large downpour at a race where either there's standing water on some parts of the track or its raining harder at one part of the track than another you can have pile ups like this. Same thing happened in the Grand Am race at Watkins Glen a while back. Looks like all of the cars still had slicks on in this one.

as even the announcer said, the conditions were essentially undrivable, the rain had been coming down for at the very least several laps (probably 10+ minutes) and it doesnt take michael schumacher to know that you dont crest a hill in the wet with the tires spinning
ps- my miata does have enough power to spin the wheels in almost any gear in the wet
