Im a touch taller than Alan and I ride a 19.5" (which is a little small, but thats not a bad thing on a mt bike)

19.5" should fit him perfect. I think a 21.5" would be way too big

Whether the height is in his torso or legs will make a big difference, as will the length of his arms. I'm 5'10/11 (I dono Smile) and I'm slightly short in the upper body for my 19".
