Just another goober that thought he could pick the ONE new car that was going to appreciate in value. When I worked at the shop we had a guy bring in a 2002(?) GTI 337 Anniversary edition with 500 miles on it because he was convinced it would be an instant classic. 10 years later he finally realized his mistake, took it to us and I deep cleaned it and replaced the hood insulation because of a mice nest, then we sold it for like $12k. Less than 50% the original MSRP.
I can't think of any sub $100k, normalish production run (>1000 made) car that has ever gone up in value before it became a classic. The 1M allegedly has, but they only sent us like 800 of those, and I still think it would be tough to find a buyer actually willing to give you $80k for a $60k car with 20,000 miles on it.

That's like being given the option to pay $100 for a Coca-Cola or $75 for a bigger bottle of Coke but you can't remove the cap all the way.
Those E60 M5s had absolutely phenomenal motors, but the combination of the shit-fucking-awful SMG trans and Bangle styling totally ruins them for me. If someone gave me an E60 with a stick I'd drive it, but that's about the only way you'd ever get me into one of those cars. I'm not even a 3-pedal-purist, I drive a dual clutch and I like "alternative" transmission options, so if I say the SMG is bad, its pretty fuckin' bad.
On the flip side if you pay $60k for an E39 M5 and you aren't a car collector with an eight-figure net worth, then you're a powerful kinda stupid.
So between your two choices I'd pay ~$20k for a well-maintained E39 driver and use the other $40k to keep it on the road for another 10 years, because, y'know, BMW V8s...
