No. You could be like me, though, and talk to the instructors when you show up. The course completion card has a spot on it where they indicate what state the course was taken in. My instructors were nice and labeled a different state than I took it in
 YMMV.
When it comes to Ryan Jenkins, the story ends with me putting him in the wall.

it depends on the state - (ex: MD doen't honor VA's MSF, but VA honor's MD's MSF)
knowing California's motorcycle's laws and licensing, i'm guessing no
