that tool box really worth a lot? on the VM he said he was asking $4000 for it.
what i find funny is that he's selling because he lacks room, but he's just going to put the bike right in it's spot.

Snapon boxes are worth a shitton, and, if kept up nice, will likely appreciate, depending on the model. Might be worth it, but I don't know anything about that specific box. Since it is an anniversary edition it's probably worth more.

Some of the guys at the dealership I worked for back in high school claimed their toolboxes were worth $15,000+, but they were a lot bigger than that and had some wild graphics/paint stuff on the side. Usually a nascar driver or flames of some sort.

Snap-On boxes/tools are nice and all. But do you really need that much tool storage, or are you thinking about just trying to sell it again?
About toolboxes appreciating in value, I'm not too sure about that. I know some friends that work at dealerships that would 'trade-in' their old box to the Snap-on Guy, for a newer one (with a diminished value of course).
Maybe flag down a Snap-On truck and ask if you can trade it to him for cash?
