Investigators said Arrington's 2007 Kawasaki ZX-14 hit gravel along the shoulder of the ramp, causing him to lose control. Both he and his bike hit the guardrail.
Arrington, 28, was wearing a helmet. He was transported to Prince George's County Hospital with what officials described as "non-life-threatening" injuries.
Investigators said Arrington had a valid driver's license, but did not have a license endorsement to drive a motorcycle. He was issued a citation for driving without a proper license and for failure to control his speed. He was fined a total of $460.
