Register it at school, they don't require emissions in Rockingham County.

You'd be better off to cut a cat in 1/2, gut it, replace with a piece of straight pipe, weld it back together and put it where the cat is suppose to go, or get an 'emissions/inspection' friendly exhaust to bolt on for your inspection. If a shop gets caught forging an inspection they get fined big $$$ and loose their right to inspect for a period of time.

ideal situation is to have a "cat" regardless of functionality, and a straight peice of pipe the exact same length with a flange on each end. Just throw on the cat for inspections and put the pipe back on for the other 364 days.

In MD the rate is $60 or so (not hard set like VA), if you fail and come back you have to pay 1/2 again!

maryland only inspects when you buy the car, though.

MD income taxes are in fact higher. Not sure how much that amounts to, state is always a lot less than fed. The taxes alone wouldnt keep me from moving to maryland. Maryland keeps me from moving to Maryland
