Neds in Herndon is in the clock tower shopping center, basically right near the toll road and Elden St/Centreville Rd (same road, different name on either side of the toll road). There's also a Shoppers Food Warehouse there, Red Lobster, Chuck E Cheese, and McDonalds for reference points.
