Strange car - unable to identify.

So, what is this thing? Says "Sterling" on the back, but I can't locate any info on the web. Land Rover made a "Sterling" model, but they don't look anything like this... Seen on I-81 sometime over the summer.

Yeah, when I first saw it, I thought - "oh no, other crappy fiero body kit...", but that can't be what's underneath... God it's ugly though...

Its actually a Kit either made by VW or it fits the old VW's around 1974-75

Heres a link of how the kit looks...
