I can guarantee that Core Duo would be eleventy times faster than your current PC. I went from a 2.4ghz single to a 2.4ghz dual and the difference was absolutely astounding.
With what you do, you could probably save money with a smaller HD, moving your optical drive from your old machine and getting a lighter video card (maybe 128mb).
There's actually a good chance your old machine is using inferior memory. Toss in another $300 over what you were already going to spend for no-name shit and you've got a quality machine.

With a smaller drive (320 gb) I save $80 and I cant change the optical drive - but at $570, seems like a much better option than tossing another video card in mine. Maybe I could sell my old machine to some shmuck on craigslist too

This may not help your exact situation, but this is good software. It can do all sorts of stuff, but I'll give an example of my uses.
At work I have 3 computers, a laptop, desktop(dual monitor), and an iMac. To avoid using 3 keyboards and mice. I use this program called Synergy. It allows me to use the Same Keyboard and Mouse for all my computers, even the Mac.
The software setup is kinda complicated but its free so what the heck. You start out by configuring the positions of your monitors, mine are laid out horizontally. In this Order from Left to Right. Laptop - Desktop Monitors - Mac. So If i move my mouse all the way to the right I'm controlling my MAC, if I move it over to the Left, I'm controlling the Laptop and the Desktop is in between. No switches or wires or anything, just about 10-20 minutes of mind-numbing during the setup. Its hard to configure on a MAC because there is no GUI for it yet. The computers have to be networked together duh.

XP runs everything I need to do and hasnt had a single crash/failure in 4+ years on my Dell. I've been using them for every job I've had for the past 4-5 years as well (laptops and desktops), also without a single problem. So... if it works I dont want to fuck with it

The past 2 years HP has grown and is now #1 where Dell has been loosing money and marketshare every year. For a reason.
IIRC HP was the only computer manufacturer to make money last year.

Every Dell that I have had and my family has had has broken. 1 laptop burned out 2 weeks after I got it.
The one line of Dells I was impressed with were their high end Precision laptops. We took them to Marine Field exercises in the dirt and dust to use as mobile servers and they worked great.
