You've been out of college for what? 4years? and you are already the 'best' employee in your company? Time to find another company b/c I don't see them being around much longer. No offense.
The people here at work that travel love it. Personally I choose not to b/c I like having my weekends for me and I don't like sitting on planes for hours and hours. Also most of those that travel (the most) are either unmarried or have no kids. The seem to have a great time going places (out of this country). I just don't want to spend 1/2 of Sunday sitting in an airport, then all Sunday night sitting on a plane, then getting off said plane and heading straight to work for 8hrs.
Okok so maybe I wasn't clear.
My company is small... my team, which I am "the best" on only consists of five people. One has a year less experience than me and the other three are brand new. My manager has been here a year, but is completely worthless in the brain department... he still couldn't use our software if he tried. He does recognize I'm his top guy, but for some unknown reason, he won't pay me as such... that;'s the entire struggle. I don't give a damn about a title, but when you hire someone with 0 college education (or 100% not applicable), I train them up, and they are clearly considered lower than me... they should not be making $30k more than me.
By switching to this other group, I know everyone over there, I work with them on a daily basis, and I know their manager and career plans are not MIA/retarded.
Unless my meeting with boss' boss today goes really well, I'm going to go with the deployment position as it will surely open many more doors than my current job.

Well... that has changed. He didn't care when I told him that it was bullshit. Now that I'm threatening to leave? Boss' boss says he'll talk to HR in three weeks (he's busy with other things).

What's to lose by waiting? Wait the three weeks, if you get the cash you're done with it. If it turns out he's blowing smoke up your ass then bolt.
You have to ultimately consider what you want. If you'd be happier in your current job with more reconition then definitely wait. If you want to change what you do and want the travel, then switch.

I would bolt now. It sounds like a delay tactic to me. He is only delaying because he's not taking you seriously. He is hoping that it will blow over/you forget.
Maybe lay it out for him. Going of what you said clearly you should be getting raise. Demand that it is retroactive. We do that every year here. Raises start March 1st, but we don't know how much until March 15th. Then they include that missed raised salary in the next paycheck.
If he comes back and says there is no money. Throw a handful of glitter in his face and take the new job.
I say wait the three weeks.
Certain people can do (and enjoy doing) sales. I know I couldn't do it, and I don't think you're the kind of person that would enjoy it either.
