CA does have a program as Goodspeed mentioned. It was the inspiration for the EROD crate motor that has CARB approval but as mentioned, painstaking detail to placement of emissions equipment is required. Even if your install pollutes less, wrong placement of equipment will cause it to fail inspection without prior approval from a "referee". Don't know if VA has similar??
I'm not trying to be a naysayer, just be aware of the "rules" and be ready to work around what you need to. It's not like there aren't other swap projects running around VA that are subject to these. Maybe as long as you have all the new engine stuff present???

just add $1200 + for some good high flow cats. ive been really disapointed with the magnaflow "budget" high flow cats. they rot out in a couple of years.

Iol. Thanks guys, it will be a long project. I plan on "garaging" it in another county, but intend on makin it emissions legal including cats and egr. I don't think inspection should be too difficult as my Gsx was way more of a basket case/rice rocket looking. This is a gentlemens silver BMW sedan. I get glossed over in the eyes of cops.

Runs no cats, my Gsx ran a magnaflow for inspection and seemed to work right.
There is also the tuner method to set readiness codes. Trying to do this on a budget, but we know how that goes.

i always ran the cat, not added for the inspection. aquiacow (my old roommate) used to get busted by the sniffer vans all the time. so i didnt risk it.

they park the van around a blind corner, set up the camera... go away. you drive by and it sniffs too much emissions... they mail you a "fix it" ticket. prove to the DMV you pass emissions OR pay this fine and have your license suspended.

I remember seeing those sniffer vans when I used to live there and just avoided the onramps with them when I was driving my STi.
I never heard about anyone actually getting a ticket from one though, ouch!

Little update, sooner than I thought haha. Found a decent deal on a running ls1 long block, harness and ecu semi local. Hopefully everything checks out when I go tomorrow to pick it up. So now the title should say 5.7 hahah. I am going to pull the pan to look at the bearings, and just slightly refresh the motor. Add a medium cam, some ls7 lifters, clutch/flywheel and paired with the equal length headers should get me close to 400rwhp, I may have to slightly "freshen up the heads" to get there but hopefully not.
Now to find a good T56 transmission and then put the current motor/trans in the m3 for sale and use that money to buy the kit. Moving along...

Goodspeed you are correct. Vorshlag is more expensive and I don't like Terry Fair Gahah. A/c and heat will remain and over the next year I will be trying to make it completely emissions legal.
