As annoying as HOAs can be, I actually like that our new one is a pain in the ass. The HOA in our old neighborhood had no real teeth (I know 'cause I was on the Board) and ask Ryan (et al) how shitty and run down the neighborhood looked. Our current HOA will give you a notice if your grass is too long and while annoying, that sorta stuff really goes a long way towards the curb appeal of the community. The neighborhood is only 4 years newer than the old and it's a world apart.
