I dont give a shit what time it starts (noon, 2pm, 8pm, whatever) if you give everyone a heads up of what time to start showing up you'll get a better turnout than it starts "whenever". Pick a start time, and pick a chili unleashing time. Have bathroom blackout hours. Oh, and fuck evites too. My job makes me spiteful.
