actually step one is build experience and skills and live in a cheap/fun place
step two: get a high bill-rate and move wherever the F you want and work out of DC or another place that's fun with a high per diem rate
to the Job talk, i think Feersty is in a position right now to go after a proper salary and good working environment. from the sound of it, you should've left a while ago. I know if i were getting paid that much i would still try hard at my job and i would also spend every other moment looking for another one and get out of the current one in a heartbeat. Unfortunately if you don't have a good relationship with your previous employer and let your skills become stale because of something that you did then it will be exponentially difficult to get a job more or less a better one.
Some are fortunate to start in a higher paying base salary and regardless of what you're getting paid you have to put forth effort at your job to establish a good work reputation foundation - give them a reason to give you more money and also for you to request more money. The first question an employer is going to ask you if you go to them asking for $60k a year or something is, "why should i pay you this much?".
