I guess it depends on the place, the work and the person. You have to take the initiative to go out after work, regardless of how tired you are. Most countries have a very lively social system weekdays so it's there if you want to find it. My boss went to Dublin for a week and while he worked he requisite 40 hours he sacrificed the 8 hours nightly of rest to go out every night and drink in the pubs. If you're only going for a week or two you can punish your body and come back haggered if you really want to enjoy yourself.
