I'm probably going to get kicked in the balls for this, but I suspect that half of the reason why riders are offended by helmets laws and non-riders don't necessarily get worked up is due to the illusion of freedom that riding a bike provides the rider. I'm only supposing this from having read Zen and the Art of Motorcycle maintenance and have never ever ridden a bike.
Riding without a helmet is pretty retarded to me but legislating it is probably not the most effective solution. Maybe I'm mistaken, but I think that the govt popularized wearing car seatbelts from education and that "dummy" + buckle up campaign. It wasn't until later that they created a law.
