i think it's more acceptable on a bike (again) due to size. My main concern about people using the shoulder is if they were to break down or get into an accident or create another backed-up traffic lane as to not allow an emergency vehicle to pass safely. With a bike you can squeeze it inbetween cars or on the side if necessary to allow for a safe passage. With a car you cannot do this, there just simply not enough room grated everything else remain constant. Therefore i see it much worse if a car does this than a bike and it's again due to the relative sizes for each.

Not sure what that has to do it because the shoulder is designed for cars to stop when they do break down as to not block lanes of travel.
