Actually, control knows the red/black procedure....what happened was almost the entire field kept rolling with red flags at every station. We kept reds up until they finally stopped rolling, THEN went to black.

It was FUBAR. I'm just glad it was a drill and EV wasn't trying to get to the scene of an incident. I have seen incidents where we needed to stop traffic immediately and roll EV counter-race. That would not have been pleasant with that many cars still rolling under red.
