here is the catch with bean bag guns. they can charge people with "attempted murder" if the person being shot "thinks" they are going to die.

that's easy, don't let them see you . They can't think they are going to die if they are laying on the ground in pain when you run up and ask them if they are ok and if they got the plates from that car that just shot at them :twisted:. Then you kick them while they are stammering when you ask why they are in your car.
