Not to speak for Chris or Laura but there are actual economics involved with track rental and associated costs. 5 worker credits entrants is ~~1500.00 and Since NASA is a buisness and operates like one cash flow is important. Of course the worker credits have "value" equal to that but you can't pay bills with it.
I do agree that whatever the number of worker credit spots there are, they should get priority BUT they need to plan far enough ahead and make the proper arrangements.
