inspections? what is broken?
emissions? depends on your county.
tint? there is a pretty strict limit.

tint wise i believe i read somewhere that it cannot be below x light transmission through the tinted window.

-front windows have no tint and i think you can have some til a certain point down.
-35% light transmission through the rear side and rear windo
-50% light transmission through the front side windows

limos are wicked dark. I think they pretty much run the darkest you can.
