I had the vacuum booster fail on my Taurus about a year ago - the pedal would not sink to the floor without great pressure, but braking was fine as long as you didn't have to stab at the brakes. Just as the picture above states, when you press down the brake pedal then turn off the car, the pedal will slowly rise and will be impossible to push down with the car off
