chad, it is a technique that is most effectively used to capture action (or the moment) better. car going around a cambered corner? tilt the camera a little bit to make it look even more dramatic. the only reason i'd do it for stills is if my camera couldn't fit the entire object in the frame and by tilting it i may get it all on a diagonal.
