It happens at the upper eschelons of corporations. Why wouldn't it be plausible for it to happen in the government ?
I've never been a conspiracy theorist, but I also don't have 100% trust in people who are calling the shots. Look at the shit that's going down with the UN people taking kickbacks in Iraq's Oil for Food program.

If you trust people in power completely, you have a larger chance of getting screwed. I never claimed we should disband the government, I just think it's a little ironic that we waste so much money on the drug war while our own government agents are helping out the enemy. And no, I don't do drugs hah 8)
