For those of your educated in GRM theory, would the parts be an asset or a detriment?

I would love to see these go to a good home, but please be aware that these will have to go quickly so that my father will not get a citation from the county. The deadline as I stated befor is unfortunately this weekend, I may be able to extend it if I can convince the local county ordinance enforcer to extend the time for these cars.
