No you do not, I bought my enclosed trailer from PA and had the same question. VA DMV didn't give a shit. Only required if you are re-titling in PA.
Also, why do you want a Disco? They're lovely but they're awful, and that's coming from a friend of mine who's owned three of them. The LR3 is what to get if you want a reliable Land Rover that can go places.
