its the best thing the army could have asked for.
guy desperately wants to volunteer indefinitely, and independently, brings his own vehicle (or if it wasn't his, i'm sure it wasn't expensive to get hold of a 20 year old camaro), and do missions for them with no support and no request for weaponry. they probably had the hardware laying around, considering how mush insane waste goes on in the military.
the army risks nothing and the upside is huge local morale boost and the potential to maintain a resistance at a grassroots level.
