As per usual, every shade of gray is mixed into this.  To quote someone else:

The targeted killing of Suleimani was the right move and should of been done long ago. This terrorist operated with impunity over the last two decades across the Middle East, sowing death and destruction wherever he traveled...from Lebanon, Iraq, Syria, all the way to Saudi Arabia. He believed he was untouchable...all while pulling the strings of power in various Middle East countries. He killed under the guise of Hezbollah in Lebanon, Shia militias in Iraq, Hamas in Gaza, Houthis in Yemen, and in Syria he was considered the mastermind behind Bashar al-Assad's strategy against the forces opposed to his in the Syrian Civil War. He pulled strings and directed violence all over the Middle East. The world is a safer place because of his death.

Buuut he was also pretty instrumental in defeating ISIS.
